Subject: feat(lsp): configurable diagnostic severity (#1325)

* feat(lsp): configurable diagnostic severity

Allow severity of diagnostic messages to be configured.
E.g. allow turning of Hint level diagnostics.

* Use language_config() method

* Add documentation for diagnostic_severity
